RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.
Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.
Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.
Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
The standards necessitate conducting two types of validation.
The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.
The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.
Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.
An Overview of the Two Types of Assessment Validation
Defining Assessment Validation
As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.
This article will focus on assessment tool validation.
Steps to Perform Assessment Tool Validation
After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.
Timing for Conducting Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.
Nonetheless, there are other reasons to conduct this type of validation. Perform assessment tool validation when you:
- resources are updated
- new training products are added on scope
- your course gets reviewed against training product updates
- learning resources are identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.
Resources Needed to Start Assessment Tool Validation
Educational Materials
To conduct assessment tool validation, you will need the entire suite of your learning resources:
Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.
Learner/student workbook – validate its suitability as an assessment tool. Ensure instructions are clear and answer fields are adequate. This is a frequent gap.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.
Validation Board
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
As a whole, your validation panel must have:
Vocational competencies and current industry skills that relate to the unit being validated
Up-to-date knowledge and skills related to vocational teaching and learning
Any one of the following training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or its replacement

Having a validation tool helps you here with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not recommend or require a specific template for assessment tool validation, numerous templates are available online. These tools generally require validators to examine the tools as a whole to see if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.
We strongly suggest using a more detailed template to evaluate each unit requirement and its corresponding assessment items. Here is an example:

Assessment Core Principles
Fairness – Is equal opportunity and access provided to everyone in the assessment process?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Fundamental Rules of Evidence
Validity – Is the evidence proof that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool confirming that the work is the candidate’s own?
Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?
Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.
To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:
Lead by Example
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
change diapers
bottle preparation, bottle-feeding babies, and cleaning equipment
solid foods preparation and feeding babies
respond to baby signs and cues appropriately
prepare and settle infants for sleep
monitor and foster age-appropriate physical exploration and gross motor skills
Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete Compliance or Not Competent
Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Give More Specificity
Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:

Possible answers could include:
Needed resources
Associated costs
Time allocated for activities
Appointed roles and responsibilities
When an assessment item calls for several answers, indicate the number of answers required from a student. This way, your assessment remains reliable, and the evidence collected is valid.
This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.
Possible answers can include, but are not limited to:
Weather conditions – isolation of work area, engineering controls, personal protective equipment
Work area and ground conditions – elimination, isolation, engineering
People – isolating, engineering controls, administration
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, use of engineering controls, administration
Equipment or machinery – isolating, use of engineering controls, administrative controls
Avoiding double-barrelled questions makes it simpler for students to answer and for assessors to accurately judge student competence.
Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
